Chair letter

Dear delegates,

Welcome to the United Nations Convention against Transnational Organized Crime(UNTOC) committee at Odenmun 2026! My name is Eyal Hefetz and I'll be your chair alongside Dvir Karniel. I am looking forward to seeing how you all approach the topic, debate, and try to get everyone on your side throughout the committee. I am sure we'll have an amazing day and I can't wait to see everyone.

I am currently in 11th grade. I first joined MUN three years ago and have since been going to different conferences throughout the country as a delegate and a chair along with my club(Hadassimun). When I started MUN I did it because I liked arguing and thought it would be fun, since then I've seen how MUN is not just about proving your point but about connecting with people and learning how to speak. Now, with every passing conference or meeting I relearn how fun it is and how much better I've gotten since I started. This will be my fourth time chairing and I'm excited to help moderate the very interesting discussion I'm sure we'll have.

Our topic will focus on organ trafficking as a form of transnational crime. Since the outlawing of organ selling and trafficking, transnational crime of such has been a big problem, whether it was coordinated or smuggled. Targeting regions in which poverty is common and people are desperate for money. Other cases could happen without the victims consent or even knowledge.

Delegates might take different approaches to the illegalization, enforcement and punishment of transnational organ trafficking and those involved with it, based on their countries economic state, international relations, and more variables. Delegates must understand what their policies are and where they can be flexible. A topic of conversation that might arise is the impact on involved personals, both for good and for bad. Another question is how the enforcement of trafficking corresponds to the percentage of organ donors in different regions.

In order to have a better understanding of the dangers of transnational crime in different continents and regions, I encourage you to take a look at this https://obamawhitehouse.archives.gov/administration/eop/nsc/transnational-crime/threat

If you have any questions, don't hesitate to reach out to me or Dvir. I look forward to seeing you all and have an interesting and energetic discussion.
